talented employees. OCSD is currently looking to fill the role of a
Safety & Health Specialist (Principal Safety & Health Rep). The
individual in this position will perform the most difficult and
responsible assignments, projects, and analysis in the Safety &
Health job series, requiring advanced knowledge of the concepts,
practices, procedures, and policies of health and safety programs
including Industrial hygiene, hazardous materials management,
construction safety, security and emergency response. Under general
direction, this individual will coordinate and oversee activities
in support of the safety and emergency response needs of OCSD
including assistance with the development, implementation, and
administration of safety and health programs, and policies and
procedures. The individual will provide expertise and training,
regulatory interpretation, and technical support to OCSD personnel;
and perform a variety of administrative and technical tasks
relative to the assigned area of responsibility. Examples of
representative duties include: Conducting various project
management, safety audits, inspections and investigations of OCSD
offices, facilities, and work and construction sites, identifying
unsafe conditions and mitigating hazards as required; Assessing,
interpreting and ensuring compliance with applicable Federal,
State, and local laws, rules, and regulations; Analyzing data to
identify trends; defining control measures; developing and
monitoring corrective action plans; recommending process
improvements, and policy and procedure changes; Facilitating the
identification of risks throughout OCSD, including analyzing,
evaluating and mitigating risks; Completing and maintaining
required health and safety documentation and records; Preparing
reports, including those concerning new or ongoing programs, and
program effectiveness; and Preparing clear and concise
correspondence, policies, procedures, and other written materials.
QUALIFICATIONS & REQUIREMENTS 1. Bachelor's degree from a college
or university accredited by the U.S. Department of Education, with
major coursework in safety, industrial hygiene, environmental
engineering, or a related field; AND, 2. Five (5) years of work
experience in industrial hygiene, environmental engineering,
safety, or related experience. Licenses and/or Certifications: 1.
Valid California Class C Driver's License. 2. Valid Certified
Industrial Hygienist (CIH) or Certified Safety Professional (CSP)
Certification. The successful individual will possess advanced
skills in critical thinking, analysis, record-keeping, and
reporting; and will be able to identify problems, research and
analyze relevant information, and develop and present
recommendations and justification for solution. The individual will
be able to develop and conduct safety and health training;
investigate accidents and unsafe working conditions; and ensure
legal compliance and policy adherence. Detailed knowledge of safety
and health regulations; knowledge of wastewater operations; and the
ability to train, coach, and mentor junior level staff is desired.

119,932.80/Year (starting salary will be within this range based
upon qualifications) SUPPLEMENTAL INFORMATION PHYSICAL DEMANDS Must
possess mobility to work in a standard office setting and use
standard office equipment, including a computer; to inspect various
sites and to investigate accidents, including traversing uneven
terrain, climbing ladders, stairs, and other temporary or
construction access points; ability to travel to various District
sites, projects and/or meetings; vision to read printed materials
and a computer screen and make detailed inspections; color vision
to identify materials and structures; and hearing and speech to
communicate in person, before groups, and over the telephone.
Finger dexterity is needed to access, enter, and retrieve data
using a computer keyboard or calculator and to operate standard
office equipment, and appropriate inspection and/or safety
equipment. Positions in this classification bend, stoop, kneel,
reach, push, and pull drawers open and closed to retrieve and file
information. Employees must possess the ability to lift, carry,
push, and pull materials and objects weighing up to 10 pounds.
ENVIRONMENTAL ELEMENTS Employees work partially in an office
environment with moderate noise levels and controlled temperature
conditions, and partially in the field and are exposed to loud
noise levels, cold and hot temperatures, inclement weather
conditions, road hazards, vibration, confining workspace,
chemicals, mechanical and/or electrical hazards, and hazardous
physical substances and fumes. Employees may interact with upset
staff and/or public and private representatives and contractors in
interpreting and enforcing departmental policies and procedures.
DISASTER SERVICE WORKERS All Orange County Sanitation District
employees are designated Disaster Service Workers through state law
(California Government Code Section 3100-3109). Employment with the
Orange County Sanitation District requires the affirmation of a
loyalty oath to this effect. Employees are required to complete all
related training as assigned, and to return to work as ordered in
