Quality and Regulatory is dedicated to the advancement of
MemorialCare's clinical quality strategic goals and regulatory
compliance requirements. This role will ensure that data-driven
opportunities for clinical improvement are addressed, including
leading quality improvement initiatives by partnering with
applicable department leaders and stakeholders. This role is
responsible for developing and driving successful clinical
transformation activities, particularly through engaging
organizational leadership in the implementation of clinical
improvements, system changes, processes, and standards.The Program
Manager of Quality and Regulatory will ensure the continuous review
and analysis of the Regulatory Program guidelines to evaluate
technical needs and ongoing support changes required. This role
will have oversight and coordination of associated efforts to
evaluate and determine MemorialCare's direction for regulatory
compliance with the Chief Compliance Officer, Clinical Quality
teams, key stakeholders, and impacted IS teams. This Program
Manager must have the ability to communicate, champion and advance
ideas and needs with all levels of leadership across the entire
organization. They will work with all levels of staff, both within
and outside of the IS department, and routinely function as a
critical problem solver and subject-matter-expert for these teams.
This Program Manager will have accountability for the productivity
and outcomes produced by outsourced services. They will manage the
contractual and budgetary aspects of these Quality and Regulatory
services while ensuring that new needs are identified and aligned
with the appropriate blend of internal and external
resources.Essential Functions and Responsibilities of the Job
- Oversee and directly manage the IS Quality program and lead the
strategic planning, review, and governance of initiatives
associated with it.
- Manage all phases of assigned IS Quality Program, including
identifying and defining project requirements, defining scope and
objectives, as well as preparing new program enhancement proposals,
timeframes, and overall schedule associated with these identified
enhancements.
- Oversee routine tasks and deliverables within the program and
develop key performance indicators to provide visibility into the
program/portfolio roadmap.
- Provide effective vendor management of outsourcing vendor for
their Quality reporting responsibilities and ensure that what they
provide meets contractual expectations. This includes budget
management, providing for contractual amendments as needed, and
ensuring organizational needs in the space of Quality reporting are
met from an IS perspective.
- Lead or conduct comprehensive analysis associated with existing
or proposed service and/or system solutions.
- Assist in the evaluation, selection, implementation, and use of
advanced information technology.
- Identify and resolve problems of varying complexity as well as
conduct root cause analysis of problems, taking actions to prevent
recurring instances of issues.
- Create and maintain documentation, plans, templates, and
reports on assigned tasks.
- Develop and maintain program budgets and oversee
expenditures.
- Monitor and report on progress against established project
milestones.
- Mentor other members of the IS project management team.

- Prioritize and multitask.Qualifications/Work Experience:
- Minimum 5 years project management or relevant experience
required.
- Minimum 5 years system analyst or equivalent business
experience.
- Minimum of 5 years experience with providing for Quality
reporting in an enterprise Healthcare organization consisting of
inpatient and ambulatory business.
- Deep understanding in creating and providing Quality reports
for Promoting Interoperability, MIP/MACRA/MIPS Value Pathways
(MVP), Primary Care First, and Joint Commission Electronic Quality
Measures experienced in managing enterprise project portfolios,
programs, and projects, including the management of the portfolio
budget and the ability to interact with all staff levels of the
organization.
- Demonstrated overall knowledge of the healthcare business
environment, including Medical Groups, IPAs, and Health Plans for
Managed Care business workflows including Hospital workflow.
- Experienced working in a fast-paced environment with minimal
supervision and managing multiple priorities.
- Proven excellent leadership and relationship management skills,
as well as the ability to manage and motivate indirect
reports.
- Deep knowledge and experience working with reporting tools to
create reports, understanding of database architecture and the
ability to mine and analyze healthcare data would be extremely
useful.
- Experienced working in a team-oriented, collaborative
environment.
- Demonstrated understanding of key areas of the healthcare
business.
- Demonstrated high energy levels and tolerance of tight
deadlines, time pressures, and ambiguity.
- Proven knowledge of PCs, collaborative computing tools,
re-engineering and process improvement techniques, information
management in healthcare, systems integration and basic project
finance regulations.
- Experienced in leading projects, providing expert consultative
guidance and direction on change initiatives, effectively
dedicating time across more than one project, and meeting
established deadlines.
- Proven ability to prepare and interpret flowcharts, schedules,
and step-by-step action plans.
- Demonstrated proficiency with the Microsoft Suite Products
required.
- Demonstrated analytical, creative thinking, and problem-solving
skills.
- Proven superior oral and written communication and presentation
skills; able to interact with individuals across all
departments.Education/Licensure/Certification:
- Bachelor's degree or equivalent combination of education and
relevant experience required; Master's degree preferred.
- Project Management Professional (PMP) or equivalent PMI
