POSITION SUMMARY: The Executive Director of Day Programs and Contracted Services develops overall program strategy and drives program operations of all Elwyn California's day, work, and supported employment programs, and Contract Services, which includes contracted services for the US federal government and commercial customers related to facility management services and manufacturing and assembly of products, work-related activity in the work centers, supportive employment, and adult day programs. This position oversees the sound management of program services, including but not limited to, innovation and excellence in operations, business development, customer satisfaction, quality, and regulatory compliance with all applicable local, state and federal regulations under Ability One, State of California Department of Public Health (DPH), and the federal and California Departments of Labor (DOL) regulations. This position establishes budgets, maintains operations so that organization performance meets or exceeds budget objectives, and drives performance so that the programs are fiscally sound, within organizational guidelines, and acceptable to the customer. The Executive Director develops business opportunities and works with the Vice President of Non-residential Program Supports and Work Programs to prepare bids and price proposals for business opportunities.

DUTIES AND RESPONSIBILITIES:

  • Develop innovative and cutting-edge program strategy to grow and move the organization continuously forward
  • Inspire and drive a shared vision for the development of services for adults with disabilities
  • Identify, develop, and implement critical service development initiatives
  • In collaboration with the Vice President of Non-residential Program Supports and Work Programs, identify and cultivate program and business opportunities, and prepare bids and proposals as needed for program continuation and expansion
  • Drive the team in a comprehensive response to challenges and new business opportunities
  • Strategically envision and implement effective responses to changing future needs
  • Provide a setting that encourages the balance of business obligations with best practices in service provision across all programs
  • Produce usable data including, but not limited to, program utilization, labor hours, and administrative labor expenses to ongoing and continuous monitoring and which contributes to overall program development goals assuring that an outcome focus is maintained
  • Working with direct reports, oversee program operations to ensure:
    • Complete compliance with local, state, federal and funding regulations including but not limited to the United States and State of California DOL, Ability One, Regional Center requirements, and State of California Department of Public Health (DPH) regulations
    • That all programs and staff meet the credentialing requirements, licensure, certification, and accreditation necessary for sustainable operations
    • Operations are providing services in a smooth cohesive manner that meet the needs of all stakeholders
    • Assure customer satisfaction by:
      • Developing and maintaining relationships with customers including, but not limited to, the individuals supported along with their families and natural supports, and the commercial and governmental clients to assure that their needs are fully met
      • Assisting staff to problem solve and promptly address stakeholder concerns as needed, providing follow-up to ensure complete resolution of the problem
      • Creating, and implementing annual stakeholder satisfaction surveys along with a plan to address the findings providing feedback as appropriate
      • Create an organizational architecture of accountability that leverages strengths and supports opportunities for growth and development of the staff and programs
      • Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline, and termination; ensure that this supervision is provided to all staff
      • Visit operation locations routinely to assess the services being provided
      • Direct operations in a fiscally prudent manner and within established budgetary guidelines
      • Assure performance evaluations for establishing commensurate wages under Ability One are current and completed in accordance with DOL regulations by using methods including but not limited to time studies, productivity reports, Individual Eligibility Evaluations (IEE) for employees qualifying as disabled, and review of annual performance evaluations
      • Ensure required reports and management data is maintained in an organized fashion, and is accessible and readily available to those who require access for internal and external audits
      • Perform other duties as assigned

        IMMEDIATE SUPERVISOR: Vice President, Non-residential Program Supports and Work Programs

        DIRECT REPORTS: Program Directors, Contract Specialists, Administrative support personnel

        CONTACTS: Public, commercial customers, government customers, tenants, sub-contractors, individuals supported, family members and other supports of individuals supported, Elwyn and Elwyn California personnel

        EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

        • Bachelor's degree in a human services-related field; Masters in a human services-related field preferred; directly relevant and equivalent years of experience in the field of services for people with disabilities may be substituted for education
        • Ten (10) years of management experience with demonstrated increasing responsibility in nonprofit management; business services field and/or adult vocational program experience preferred
        • Five (5) years of commercial, federal and/or state contract experience
        • Demonstrated strong, well-balanced leadership skills
        • Demonstrated ability to lead and work effectively as part of a team to successfully achieve objectives
        • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
        • Demonstrated the ability to adapt to changes in workload
        • Demonstrated ability to analyze and forecast future service needs or identify problem areas and take effective actions
        • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
        • Demonstrated intermediate experience with Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint
        • Demonstrated strong negotiating, problem-solving, and decision-making skills
        • Demonstrated ability to develop budgetary requirements and fiscally manage operations of a large division
        • Demonstrated strong working knowledge of applicable federal, state, local, and funding laws and regulations including but not limited to federal and state DOL Wage and Hour, OSHA, Ability One, and DPH
        • Strong performance vision
        • Must be able to obtain and maintain Homeland Security Presidential Directive (HSPD-12) clearance
        • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
